The thermal fuse is in the narrow white bit, along with a resistor. As for testing, like you would any other fuse.
I have a write up on it
I got some from EBay, keep meaning to get round to changing mine, but keep forgetting.
I will have to look for the ones I got!

I gave Simon my spare ‘Air Bag Blue box’, today
To try in his car.
The lamp on the dashboard, was flashing code 53
But if you could prove the Thermal fuse out of the car.
It would save a lot of messing around.

If you have a known good one, then yes.
But any that get repaired need to be tested somehow
