Why do you think that there is no where for the pressure relief to go?
They were designed to have a no. Pressure cap on the engine, a pressure one by the radiator, with a pipe to the expansion tank?
This is exactly what I mean, the one on the engine can use a sprung cap, if the pressure is enough to activate the cap it has nowhere to go so won’t affect level or pressure
The cap on the engine is designed as a flat non pressure cap, for the very reason any water has nowhere to go, unlike the other end where it can drain off to the expansion tank and back again as required.
