Yes that's the problem, your fan position 2 & 3 have blown, no4 is a direct feed so always works
1,2,3 are controlled by the resistor

I had the 96 resistor 4 in a line.I bought second hand early resistor 2 by 2 but complete with connector cut off wires below connector.An auto electrician rewrired it in for me so far so good.Also 2 by 2 easier to source if go again.
