wow that looks like it has been hit and snapped ,,ive never seen anything like that before they can sometimes be a little stiff but normally a tap to twist it with a rubber hammer would free it off

That has to be stuck for that to happen !
Before doing anything , just check the dissy shaft turns, NOT using starter motor, wheel up, in gear.
If it turns then, proceed as follows.
I suspect it has tried to be removed ' with a hammer, in the wrong place and direction '.
You have to get that piece that is left in the block to turn , ever such a little , one way , then back the other way.
Over and over again , spraying with WD40 or equivalent each time.
BIG hammer and a solid drift , it will move.
Then , when it moves easily, you can try to lift it a little with a screw driver end sharpened to a knife edge.
You can do it.

Sad to say but it looks like there is some serious butchery going on there with a screwdriver and a hammer. Cant understand why this is a problem. Once the screws are removed (cant remember how many on a 16v but has he got them all out), there is nothing preventing the dizzy coming out except an O ring seal...

Or something catastrophic happened on the skew gear , in which case it is new engine time.

If you ask me, I’ll say your ‘mechanic’ failed to to take out the bolts under the Dizzy, the hit the side of it Hard with a hammer. Causing the body to shear from the ‘sleeeve’ that passes into the head.
