To change the front rear trailing arms do you have to lower the suspension bracket to remove the bolts.The Clinton manual doesn't mention this but the Haynes does.

Yes,
Apply load of WD40 the day before.
Need to us a breaker bar, & a good fitting socket.
Quicker to cut the ‘drop-link’ off than try & undo it ( unless new)

Answer is no if it’s the Trailing Arms and yes it’s the Lateral arms.
Subframe has to be lowered to get the bolts out of the Front ones as they won’t clear the Fuel Tank.
If you doing the rear ones be careful with the Camber Bolts as they can snap.
Finally good luck with the bottom hub bolt as this gets through both arms and the hob and is a b***h to get out as the shape of the hub let’s all those years of c**p collect and rust
Can be done though, I used a 1/2” Impact Gun on mine and had oil coming out of the Gearbox on it as it got to hot
