Plugs or leads?

Afternoon, I've just gone to run my car do an oil and water change to find that when I put my finger on top of one of the HT leads I can feel it pulse and I cant on any others would this be a plug or lead fault??, car seems to run fine??

would say its the lead breaking down,brave man they give you a belt when running :o
