Seems like the rubber cap has stuck itself to the inside of the tube.
You're just faced with the task of trying to run a long narrow chisel ended 'screwdriver ' down the tube, to cut the ring off the side of the tube.

The condition on slowing down will pull the highest vacuum conditions so something influenced by that situation may be the cause of your problem.
The MAF unit got to be on the list of checks.

Absolutely Bob, and those tiny ignition circuit relay contacts are not big enough for the job after a few years SO you have to either jam that relay on, all the time with a matchstick OR short that circuit permanently.

You should ALWAYS have a known working spare distributor anyway , so has to be a first try.
Plus, if the immobiliser hasn't been modified , that has to be sorted too.

Hmmm, if your ABS is preventing the wheels from locking up surely that's as good as you can get without going down the whole design route, of
Tyres ,shockers , discs , etc ?

If you have air/fuel/spark and timing right , it must run. The spark must be 'strong enough ' though , I think you need to test if that spark is good enough. The only other possibility is a problem with that 6 castellation plate that whizzes round between the Hall effect sensors in the distributor. ...

And , check EVERYTHING in that throttle quadrant slot is working correctly.
That tiny ball-race MUST turn, not slide , as it moves up and down through the slot.

Because those cables are subject to LOTS of movement and vibration.
It has to be totally flexible.
The wire is much finer than hair , twisting them together is fine , solder and the wire will break on the solder/wire transition.
