The easiest way is to try and turn it over with a socket on the crank shaft bolt. To make life easier remove all of the spark plugs.

Can you take a video of the lights flashing from the moment you turn on the ignition then maybe send it to someone

yes just double checked, 1 followed by 5 flashes on the air bag light.

Are you sure that it's not 51, as that is a valid code

Do you have a replacement CPS

is the rotor on the dizzy actually turning
is there any spark
Have you confirmed that fuel is coming through by strapping out the pump
How is the battery?
Can you check all the fuses, especially the room fuse (I think)
Could the timing be out, jumped a tooth or two?

When you say binding when released, is this with a wheel on or off, or even both? I would say that you probabaly need to do the bulk of the adjustment with the wheel off, then wheels back on, 2 clicks on the handbrake and make you final adjustments. it might take a few goes of - 2 clicks on h/brake,...
