You can check the 'spark' .
Take a spark plug out.
With the plug lead attached to it, clamp the base of the plug to a metal surface on the engine ( mole grips will do ).
Wait until it gets dark , then get someone to 'start' the engine while you watch the gap on the plug.

Re: Won't start..
No but ,this is a Probe ! The ONE thing you must NEVER do on this ignition system is disconnect a plug while running. If the energy that makes the spark cannot discharge across the gap it has to go somewhere. Guess where ? Back into the 'transistorised system ' , 1000's of volts where it should be 5V.

Re: Power steering issues
Normally, the power steering fluid should last 'forever' and only need topping up if it 'evaporates' through overheating. However, we have a problem. All Probes with high (ish) miles have had the power steering cooling pipe exposed to the worst of everything on the road. Made of steel , that pipe is...

Re: Cruise Control
Open bonnet, look to see if you have a cruise control unit fitted.
It will have a wire cable coming out of it going back to the accelerator pedal plus electrical plug for the servo unit.

Re: Service Time!
Hmmm, personally ,I would stay away from oils that contain 'magic' ingredients.
As others have said, good quality semi-synthetic ,5W-30 perfect ( never worry about lots of thin oil sloshing about ), change often, never fill more than 5mm above full mark.

Don't we know it +++.
My concern is, you would do all the work then find another one starts 'tapping' !
Perhaps a few oil changes using flushing oil before doing the job is worth a try ?
